The fix is not surveillance \u2014 it is clarity, set before the engagement begins.<\/em><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>The pattern most programs recognize too late<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A contractor starts strong. They show up to early meetings, respond quickly, and appear aligned to the work.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the pattern shifts. Standups are missed or joined late. Responses&nbsp;slow. Work arrives in batches \u2014 polished on the surface, but missing the context and&nbsp;collaboration&nbsp;the role&nbsp;required. The manager spends more time chasing updates than reviewing deliverables.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nothing breaks outright. But velocity drops, the team absorbs rework, and the organization keeps paying for a level of capacity it is no longer receiving.<\/p>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-bottom:var(--wp--preset--spacing--50)\">\n<h2 class=\"wp-block-heading\"><strong><strong>This is a clarity problem, not a monitoring problem<\/strong>&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Overemployment sits on a spectrum. At one end, a contractor takes on undisclosed secondary work that quietly divides their attention.&nbsp;At&nbsp;the&nbsp;other, a worker bills full time at two employers at once. The common thread is not the second job \u2014 it is the non-disclosure. The organization made a capacity decision based on information that was never&nbsp;accurate.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction&nbsp;matters, because&nbsp;it points to the fix. The instinct is to&nbsp;monitor&nbsp;\u2014&nbsp;to track&nbsp;logins, watch keystroke activity, audit&nbsp;hours. But surveillance is expensive, corrosive to trust, and easy to defeat. It treats a&nbsp;clarity&nbsp;failure as a policing problem.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organizations that handle this well do something simpler. They make capacity expectations explicit before the engagement starts: what the role requires, what disclosure is expected, and what counts as a conflict. When the expectation is clear, the ambiguity that overemployment depends on disappears.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Where the risk concentrates<\/strong>&nbsp;<\/strong>&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Not every role carries the same exposure. The risk is highest where divided attention does the most damage:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Roles with access to sensitive systems, source code, or client data, where a distracted worker is also a security exposure.<\/li>\n\n\n\n<li>Senior roles priced for judgment and presence, not just output \u2014 where the cost is the capacity that never shows up.<\/li>\n\n\n\n<li>Time-critical delivery roles, where availability during incidents is part of what was&nbsp;purchased.<\/li>\n\n\n\n<li>Roles where AI-assisted output can mask reduced engagement, making a capacity gap invisible against pre-AI expectations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The last point is the one most&nbsp;programs&nbsp;miss. A capable worker using AI can deliver acceptable output in a fraction of the billed hours \u2014 which means the quality signal that would normally flag reduced engagement may never appear. The gap is real even when the work looks fine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong><strong>Start here<\/strong><\/strong>&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Decide, before the role opens, what disclosure you&nbsp;require&nbsp;and what you consider a conflict. Put it in the engagement terms, not in a monitoring tool deployed after the fact.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then calibrate&nbsp;by&nbsp;risk. A short-term, low-access role does not need the same scrutiny as a senior engineer with production access.
